honestly, the worst he can say about inaba is that she doesn't seem to consider the other side of the story before she goes projecting her beliefs on others. she doesn't listen to what they're really saying, and she doesn't think about why they might be doing the things they do. she doesn't strike him as someone who... tries to understand others. which comes from a couple things, but mostly gets highlighted by their little misunderstanding with rika and saihara's bodies, and her total grudge against komaeda (which is a fair grudge to have ngl) when those are both pretty personal subjects to amami. meanwhile, by nature of his talent and who he (thinks he) is, he's a lot more prone to trying to work with different value sets even if he doesn't agree with them... so it's really frustrating for him, and in his opinion, a lot of her comments come across as unwarranted.
i actually really think it's fun seeing the clash between different understandings and would've loved to dig a little deeper into the nature of them, but i also recognize that not everyone wants to play out that kind of arguing/petty bickering all the time so i try to give her some space on that too wipes sweat... either way!! it's not that he doesn't get where she's coming from, because there's every reason to be cautious of others and want to prioritize working on your own first, but he doesn't see why she has to come in with the worst possible assumptions about everyone when they're all in the same boat and just making the best of what they've got.
so tl;dr: he doesn't think she's a bad person, he just thinks she could use some perspective.
